VA RFI: Enterprise Veterans Self Service (EVSS) Technical Sustainment and Transition Support

Description The Contractor shall provide sustainment support for the EVSS application frontend and backend services as described in Section 5 of this EVSS Sustainment PWS. Specifically, the Contractor shall provide VA with Agile software delivery teams. The delivery teams will provide product and delivery management to include sustainment services to ensure that the production system continues to be operational for all users. The Contractor shall provide project management and project management support, operations and maintenance, software application and systems monitoring/sustainment services, configuration management, infrastructure and platform services, backlog software defect evaluation and repair for Severity/Priority 1 & 2 (P1, P2) defects, emergent production defect repair, coding, testing and release support, compliance to VA Section 508 Maintenance and Updates, system security maintenance and updates, defect repair validation, technical documentation and help desk support.

The Contractor shall support the Digital Experience team in the operation and administration of the EVSS Platform in accordance with the following Working Principles:

Working Principles The Digital Experience team follows the practices described in the “Digital Services Playbook” (https://playbook.cio.gov). Using the Digital Services Playbook, Digital Experience operates with a user-centered Agile delivery process – learning from research and prototypes, using that knowledge to iteratively design and build digital applications and features for Veterans, and iteratively launching those applications and features daily.

The Contractor shall follow the same Working Principles to maintain EVSS by iteratively maintaining EVSS and supporting the migration of features to other platforms such as VA.gov. The Contractor shall:

  1. Deliver high-quality, usable, functional products that help users accomplish their tasks.
  2. Follow the Digital Services Playbook (https://playbook.cio.gov).
  3. Cultivate positive, trusting, and cooperative working relationships with all persons supporting the work, including government employees and other vendors.
  4. Participate in Communities of Practice (CoP) activities for Product, Design, Engineering, and Data where applicable.
  5. Work in self-contained, cross-functional teams capable of delivering complete products, including research, design, architecture, engineering, support, and documentation.
  6. Incorporate agile practices and ceremonies into all work, such as sprint planning, daily standups, sprint review, retrospective, user stories/epics, backlog grooming, and estimating activities.
